Assessing health systems for UHC: A rapid review of policies, plans and practices, including PHC
Introduction
Strengthening health systems including through the core principles of primary health care (PHC) is at the foundation of making progress toward universal health coverage (UHC) and health security. The purpose of this assessment is to gauge your country’s progress in renewing and strengthening health systems including through a PHC approach to accelerate UHC. The objectives are to:
- Obtain a rapid snapshot of country progress towards strengthening health systems including through a PHC lens;
- Support ongoing policy and planning dialogues and processes at country level by providing information to help identify critical bottlenecks and guide implementation measures and resource allocation to strengthen health systems including through a PHC approach; and
- Produce findings on the extent of progress and gaps across countries to enrich our understanding on the diversity of PHC-oriented health systems and to support cross-country learning and exchange.
The information collected through this survey will be used in combination with other available data to provide a comprehensive snapshot of the status of the PHC approach in your country. The information will also contribute to forthcoming WHO global status reports (e.g., on PHC, emergency, critical and operative care, patient safety) and produce data for key indicators Member States have agreed to monitor and report on for WHA 72.2 and GPW 14.

How to submit responses
The survey is divided into modules and sections that target a variety of key informants.
You may complete and track responses to the survey sections in the table below.
Please review these instructions before responding to the survey:
- Please click the arrow by each module to expand it into sections.
- You may share this link or enter the email of a colleague to request their assistance in completing a specific section by clicking “Send Email” under the “Invite Colleague to Complete” column.
- Before beginning each section, you may preview the module questions and the list of country documents to gather which can aid your response.
- Respondents should click “Start” to review the WHO data sharing agreement and begin responding to a section.
- Throughout the survey and to aid your responses, definitions for key terminology will appear as a hover-over terms. You may also refer to the glossary by clicking the "Preview the survey and additional background details" link below.
- Responses will be automatically saved as they are completed by clicking “Next” at the bottom of each section’s page. Respondents may resume the survey sections as many times as needed by clicking “continue section” in the table below.
- When all questions in a section have been completed, please click “Submit” at the end of the section. Respondents will receive an email confirmation with a link to edit your response if any changes are needed.
- Completing a section will change its status to “Complete” and the action to “Revise and Resubmit”, which you may use to update your response.
- You may populate your country PHC profile that consolidates the submitted responses with other country data by clicking “Generate Results (country profile) button”. This feature will be enabled upon launch.
